PROBLEM TO BE SOLVED: To make it possible to reinforce a resistant force against overflowing and reduce a bank material needed for the construction of a bank and secure the bank material with ease and eliminate the need for a disposal place for unnecessary earth and sand. ;SOLUTION: Either material of earth, sand, gravels and rocks produced in a pre-process which constructs the bank of a fill dam or borrow materials including more than the above materials are mixed with cement without filtering, thereby producing a cement mixing material. After the construction of a bank 2 by repeating a compaction process, which compacts a layer, an impermeable layer 3 made of an impermeable material is formed on the whole surface on the upstream side of the bank. The bank of the dam is constructed with a cement mixing layer formed like a layer in the vertical direction on the downstream side of the dam and a concrete layer formed in a layer in the vertical direction on the upstream side where the concrete layer is supported on the ground by way of the ground or a support pipe.;COPYRIGHT: (C)1997,JPO
