PURPOSE:To produce the titled compound having polyisocyanurate structure at a low cost, by using a specific quaternary ammonium carboxylate as a catalyst in the cyclizing trimerization of isocyanate group of an aliphatic or alicyclic diisocyanate, etc. CONSTITUTION:Isocyanate group of an aliphatic or alicyclic diisocyanate or its preurethanization reaction product is subjected to cyclizing trimerization to obtain the titled compound having polyisocyanurate structure. The reaction is carried out in the presence of a compound of formula (R1-R4 are 1-4C alkyl or benzyl, total number of carbon atoms of R1-R4 is 4-12; R5 is 1-18C alkyl, phenyl or benzyl) at an amount of 30-800ppm based on the diisocyanate. The reaction is terminated when the conversion of diisocyanate to the product reaches 10-60%. After the reaction, the content of excess diisocyanate monomer in the product is reduced to =0.7wt% to obtain the objective compound satisfying the necessary physical properties and safety as a polyurethane resin hardener in high catalytic activity in a homogeneous reaction system at a low cost.
