PROBLEM TO BE SOLVED: To prevent a nuclear boiling limit damage from taking place before a boiling transition limit appears in two-phase region by increasing the velocity of coolant flow around the fuel rod immediately downstream from a ferrule spacer for the lowermost spacer in single layer low vapor quality region. SOLUTION: A substantially tubular ferrule is formed between upper and lower rings 50, 52 by removing a predetermined quantity of material. Side wall part having a pair of tabs 54 is left for each ferrule with the tabs 54 extending oppositely in the circumferential direction. Consequently, the flow resistance is decreased and the local flow velocity is increased around the fuel rod. The spacers located at different positions along a fuel bundle are formed differently depending on the region of single layer or two-phase. The spacer for decreasing the flow resistance to increase the local flow velocity is employed in the lower single phase region and a different type of spacer is employed in the two-phase region. With such design and arrangement of spacer, nuclear boiling limit damage can be prevented from taking place in the lower single phase region.
