PURPOSE: To evaluate a controlled system from various view points by changing the degree of certainty corresponding to the evaluated result to be presented when evaluating the operating state of the controlled system from observed signals while using a neural circuit network arithmetic unit. CONSTITUTION: Each cell elements 8 consisting of the neural circuit network arithmetic unit is provided with an input characteristic part 5 for providing first output characteristics according to a prescribed input signal and an output characteristic part 9 for providing second output characteristics by performing arithmetic operation based on a prescribed gain to the first output characteristics provided from this input characteristic part 5, and is composed of a control signal input part for applying an external control signal in order to change the prescribed gain of the output characteristic part 9 and a means for presenting evaluation corresponding to the second output characteristics provided from the output characteristic part 9 at the output layer side cell element 8 among the cell elements 8.
