PROBLEM TO BE SOLVED: To reduce resistance/capacitance delay by driving a next boundary cell through the use of a high speed cell and copying the cell on the boundary of two power bits. ;SOLUTION: In the bits 4, namely, at the boundary of the two power bits, the functionality of a cell 140 shown as L30 is copied as a cell 142 shown as L30F. The cell L30F or the high speed cell 142 is used for driving high speed cells L70 and L70F copied as look ahead cells at the next power boundary (bits 8). Here, the cell L70F is used for driving the look ahead cell at the next power boundary (16 bits). The highest carry (C15) is provided with the system. In almost cases, the look ahead or carry cell provided with high fan out important matter is copied and the copy or the original cell drives the sub-set of the cell of the high fan out important matter.
