PROBLEM TO BE SOLVED: To perform use in a traffic related business by providing a driver information area and a traffic related information area for recording information related to the traffic business of a driver in a data memory part. ;SOLUTION: The data memory part of an IC card issued to the driver is provided with an information area 11 on the driver for identifying the driver and the information area 13 related to the traffic business of the driver including a driver licence number, the accident history of the driver, a penalty point breakdown and a fine breakdown, etc. Further, the information area 15 related to a direct payment transaction and the information area 17 related to a prepaid transaction are provided so as to directly process fine payment for fine imposition by a traffic violation. Then, the transaction opposite party of the IC card transmits the information related to a transaction to a bank and receives a transaction charge from the money saving account of the card user. Also, as the settlement system of the transaction charge at the bank, an on-line settlement system for directly processing the settlement of the charge with the bank at the time of the transaction of the IC card and an off-line settlement system for recording transaction information in a recording medium and processing charge settlement with the bank altogether once a day or every week are present.;COPYRIGHT: (C)1996,JPO
