PURPOSE: To efficiently compact plural kinds of powders in continuation with mixing even in a dropping and microgravity environment by closing both end openings of a housing container housing these powders with elastic films, then packing this housing container into a pressurizing vessel packed with a pressurizing medium and vibrating the housing container to mix the powders, then applying a pressure on the pressurizing medium to pressurize the elastic films. ;CONSTITUTION: The hermetic section 33 mounted with the elastic films 36 is first mounted at the housing container 13 and hermetic fixing sections 38 are mounted at the housing container 13 so as to cover these sections at the time of a compaction operation of the powder mixture. Next, the powders A, B are housed into the mixing space in the housing container 13 and thereafter, caps 43 are respectively mounted at both hermetic fixing sections 38 and the housing container 13 is connected to an exciter 132 and is stowed into the pressurizing vessel 11. After the pressurizing vessel 11 is hermetically sealed, the pressurizing medium liquid L is injected from a pressurizing section 19 into the internal space 17 of the pressurizing vessel 11 and in succession, the housing container 13 is vibrated by the exciter 12 to mix the powders A, B. Further, the medium liquid L is injected into the internal space 17 which is then maintained in a pressurized state.
