An asbestos-treating agent and a process for treating asbestos are disclosed. The treating agent contains one or more acids selected from among mineral acids containing at least one element of phosphorus, sulfur, nitrogen and halogen and an aqueous inorganic high-molecular compound as major components. The process for treating asbestos comprises coating or spraying the surface of an asbestos-containing structure or asbestos wastes with the asbestos-treating agent to react with needle-like asbestos to thereby solidify them as a massive product. The process enables various asbestos-containing structures or asbestos wastes derived from them to be solidified and modified into a harmless substance.
