There is provided an apparatus (10) having end plates (11) between which extend bars (12). These bars have a friction reducing or wear reducing layer or coating and/or the holes of the flail members have such a coating or are fitted with a suitable insert displaying such properties. Freely mounted on the bars (12) are flail members (16), which are made from steel and have cutting portions (20) made from hardened steel or tungsten carbide. The apparatus (10) is mounted on axle (14) and is adapted to be driven in rotation around the axle (14). The flail members (16) rotate with the apparatus and each has a cutting edge such that the flail members remove any material which fouls their path. One particular use is for removing material such as road markings from roads.
