PURPOSE:To provide the subject composition containing a zirconium tetraalkoxide, tetraalkoxysilane, an amine compound, an organic solvent and water at specific molar ratios, easily applicable to a substrate and giving a coating film having excellent stability. CONSTITUTION:A zircon-based composition is produced from (a) a zirconium tetraalkoxide (e.g. zirconium tetramethoxide), (b) a tetraalkoxysilane (e.g. tetramethoxysilane), (c) an amine compound expressed by formula I, II or III, (d) an organic solvent and (e) water. The molar ratios of the components in the composition are: b/a is 0.25-2.5, c/a is 0.5-6, d/(a+b) is 0.05-500 and e/(a+b) is 0.02-2. The amine compound is e.g. ethanolamine, diethanolamine or triethanolamine. In addition to the above characteristics, the above composition is storable over a long period.
