PURPOSE:To provide a room temperature nuclear fusion heat generating device which can efficiently generate heat, a room temperature nuclear fusion steam generating device which can generate steam, and a room temperature nuclear fusion power plant using these devices, by independently separating an electrolyzing power source and an exciting power source from each other in a room temperature nuclear fusion field. CONSTITUTION:An electrolyzing power source circuit 5 is connected between an anode electrode 3 and a cathode 4 dipped in heavy water 2, and accordingly, heavy hydrogen generated upon application of a voltage is, absorbed by the cathode 4 so as to generate extra heat. An exciting power source circuit 8 for increasing the current density of the cathode 4 so as to promote the heavy hydrogen absorbing effect is provided, independent from the electrolyzing power source circuit 8, so as to constitute a room temperature nuclear fusion heat generating device 4. An electrolyzing chamber 12 and a seam generating chamber 13 are defined in a closed container 11 by means of a partition wall 14, the electrolyzing chamber 12 being of a closed type and being stored therein with heavy water 2, and the steam generating chamber 13 being stored therein with light water, so as to constitute a room temperature nuclear fusion steam generating device B which is connected to a steam turbine 20, and accordingly, a room temperature nuclear fusion power plant C is constituted.
