PURPOSE: To obtain a pressure-sensitive silicone adhesive having affinity for medicine, solvent, excipient and skin penetration enhancer, mixable with a cohesive strengthening agent for reducing fluidity. CONSTITUTION: This pressure-sensitive silicone adhesive comprises (A) a silicone liquid such as a high-molecular weight polydimethylsiloxane, (B) a silicate resin such as one having 2,000 4,000 molecular weight and (C) a cohesive strengthening agent selected from (C1 ) a nonionic surfactant such as nonylphenoxy poly(ethyleneoxy)ethanol, (C2 ) a glycerol fatty acid ester such cotton seed oil, corn oil or peanut oil and (C3 ) a granular solid material selected from a fatty acid metal salt, a phosphoric acid metal salt, a carboxylic acid metal salt, a polysaccharide, a carboxy polymethylene, a polyvinyl pyrrolidone, a polyvinyl alcohol and an amorphous silica having 10-200 m2 /g surface area, The adhesive is used for a percutaneous medicine delivery means of matrix type or retention layer type.
