PURPOSE: To form the phosphor screen having the excellent adhesive property by forming the resist film having a predetermined pattern on the inner surface of a panel, and coating the whole surface of the resist film with the red, green and blue color paste, and performing the reverse development to eliminate the resist film or the like and obtain a red, a green and a blue filters. ;CONSTITUTION: A color selecting electrode is used as an optical mask to expose the photosensitive film 6 at a green and a blue positions with the ultraviolet rays, and the development is performed with hot water to form the resist film 6A except for a position of red.
