PURPOSE:To improve safety in operation by raising pipes with an air bag jack for center-jointing the pipes with each other in a working space with a narrow gap between a sealed tunnel and the pipes to be placed. CONSTITUTION:After a sealed tunnel 3 is excavated, a pipe 2 is carried by a pipe carriage to be mounted on an air bag jack 1. Then compressed air 5 is passed through a supply hose 12 to release a supply valve 11 so that the air bag jack 1 is expanded to raise the pipe 2 and the carriage is drawn out. Compression force of the air bag jack 1 is released by an exhaust valve 10 of an adjuster 13 and pressure-reduced and exhausted by an adjusting valve 9 so that height of the air bag jack 1 is adjusted. Then the pipe is centered at a tube core height and a fixed pipe 2' and the pipe 2 are pulled in a jointing direction 15 to join them with each other. Thus safe construction is possible.
