PURPOSE:To reduce and prevent the vibration due to a vortex generated by an extremely high-rise building and improve the spatial utilization factor. CONSTITUTION:The inlet 4 of a blast path 3 is formed near the height position where the positive pressure applied to a pressure receiving wall face 2 faced to the wind W blown from the specific direction becomes maximum among the intermediate layers of an extremely high-rise building 1. A pair of outlets 7 of the blast path 3 are formed at positions faced to the vicinity of the portion where a vortex 6 is generated by the wind W blown from the specific direction within a pair of orthogonal wall faces 5 perpendicular to the pressure receiving wall face 2 formed with the inlet 4, and the inlet 4 and a pair of outlets 7 are communicated.
