PURPOSE:To reduce the amount of data and quantity of processing in mapping by substituting a unique multiple input NOR circuit for a part where a NOR circuit and an inverter circuit are cascade-connected alternately in the graphic expression of only the NOR circuit and the inverter circuit. CONSTITUTION:A graph conversion means 102 which converts function description information expressing a combinational circuit to the graphic expression of only the NOR circuit and the inverter circuit, and a multiple input NOR conversion means 103 which detects the part where the NOR circuit and the inverter circuit are cascade- connected alternately from the graphic expression and converts to the graphic expression in which the part is substituted by the multiple input NOR circuit are provided. Furthermore, a cell mapping means 104 is provided which detects the part where the NOR circuits are cascade-connected, and maps the part on a compound cell or a gate cell other than the compound cell, respectively, and outputs a mapping result with the minimum number of gates as mapping output 105 in the graphic expression obtained by the multiple input NOR conversion means 103. Thereby, it is possible to simplify the graphic expression that becomes the target of the mapping, and to reduce the amount of data and the quantity of processing.
