PURPOSE:To correctly determine a percent picture pattern area in every ink key zone by providing a measuring device for determining a percent picture pattern area in every ink key zone, a registering device for performing the shifting adjustment of a printing block, and a stocker for receiving the measured printing block. CONSTITUTION:Provision are made or an automatic feeder to for introducing a printing block into a system, a developing device 20 for developing the printing block, a water-washing device 30 and a drying device 40 which are connected to the developing device, a measuring device 60 adapted to measure a reflected light volume of the developed printing block and determine a percent picture pattern area in every ink key zone of a printing device, which is an object, a registering device 50 connected to the printing block introduction side of the measuring device and adapted to perform the shifting adjustment of the printing block, and a stocker 100 for receiving the measured printing block. In addition, provision are made of a counter-etching device 70 adapted to apply a solution for preventing a stain at the time of burning to the printing block, a burning device 80 for strengthening the hardness of the printing block, and a gumming device 90 for protecting a non-printing image area on the printing block.
