PURPOSE:To reduce the heat exchange area of a low pressure supply water heater and raise the thermal efficiency by pouring the high temperature liquid leaking from a supply water pump shaft sealing device to the suction side of a supply water pump. CONSTITUTION:An intermediate extraction pipe 6 is connected to a piping 26 that connects a drain tank 18 and the suction side of a drain pump 20 through a piping 7. With this constitution the high temperature shaft sealing water of a supply water pump 17 the pressure of which is reduced and which is leaking has its pressure boosted by the drain pump 20 and is recovered to the suction side of a supply water pump 17. In this way the high temperature liquid is not returned to a low temperature supply water heater 16, and the heat exchange capacity in the low pressure supply water heater 16 is reduced, and the area of its heat exchange is made thereby smaller. And, the heat recovery of the high temperature water is carried out on the high pressure side of a steam turbine, and the thermal efficiency is improved as that in the Rankine cycle.
