PURPOSE:To make it possible to display sufficiently a purificatory function as well as a disaster preventing function and a hydrophilic function by providing a storage water channel, and induction channel and filtration members to a construction body provided with water channels leading waves to a land side and formed in the shape of a stair. CONSTITUTION:Construction elements 3 are sloped downward to a sea side A from a land side B and, at the same time, they are formed in the shape of a stair. Among the construction elements 3, fan shaped openings 9 are formed in an approximate half of the sea side A, pumped-up water channels 11 having a certain width are formed on the right side of them, and a storage water channel 13 is formed on the right side of the pumped-up channels 11. Sea-water flows into the pumped-up channels 11 through the fan-shaped openings 9, and the incursion of the sea water into the storage water channel 13 is made from the pumped-up channels 11. After that, the sea water flows into a flow section 19, and channelized sea-water falls in the next stage through an intake 21. The sea water falling to the next stage makes incursion on filtration members 23 to pass through them. At that time, the sea water is filtered to eliminate impurities, etc., contained thereinto. Then, the sea-water successively falls down to the next stages, aeration works and filtration works are repeated, and it is returned to the sea side A.
