PURPOSE:To seize an actual outflow rate in consideration of an outflow rate at a downstream side by setting a point, not affected by a sedimentation basin water level at an in-question point as a temporary in-question point to calculate an unsteady flow in areas for every branch line at the upstream and downstream sides. CONSTITUTION:An in-line point, not affected by a sedimentation basin water level, is set as a temporary in-question point, which is split in three areas including two branch lines flowing into a main line in the upstream and downstream areas, to calculate the outflow rate of rain in each of areas using modified RRL method. In this case, the estimation of the effective amount of rainfall and the determination of parameters necessary for various calculations are made in each of areas. Under such a setting, an unsteady flow calculating means 9 calculates only an in-line unsteady flow in accordance with inflow and outflow hydrographs 7, 8 drawn by an effective rainfall calculating means 6 when there is no effect of a sedimentation basin water level, and adds thereto the calculation of a sedimentation basin unsteady flow and a pump well water level when there is the effect. An outflow rate in each area defined as flowing into a main line at the in-question point or its downstream side, an unsteady flow in this line is calculated and a final inflow rate to the in-question point is calculated.
