PURPOSE:To enhance extraction ratio of a portion insoluble in toluene in a coal tar-based hydrocarbon oil, by changing blending ratio and temperature of a feedstock oil while keeping the blending ratio in a mixed solvent under prescribed conditions. CONSTITUTION:The blending ratio (coal tar-based hydrocarbon oil/total amount of mixed oil) or blending temperature (ordinary temperature - 150 deg.C) or both are increased or decreased as variable factors while keeping the blending ratio in a mixed solvent consisting of an aromatic and aliphatic solvents to control the amount of a portion insoluble in toluene in a supernatant to an optional level within the range of 0.2-7wt.%.
