PURPOSE:To readily use meat of blue-skin fish as a substitute for meat of white-meat fish by milling the meat of a blue-skin fish with potato and an auxiliary substance of garlic, Japanese pepper and/or tangerine orange peel. CONSTITUTION:Meat of a blue-skin fish, such as mackerel, sardine or saury, potato and an auxiliary substance of garlic, Japanese pepper and/or tangerine orange peel as a perfume are placed in a meat mill and milled to eliminate color and odor unique to the blue-skin fish and readily enable use of the fish meat as a substitute for meat of white-meat fish.
