PURPOSE:To provide a normalized-type rolled steel plate for welded structure excellent in strength at high temp., creep deformation-resisting characteristics, toughness, etc., by limiting the compositional limit values of a steel and also controlling ferrite grain size in a microstructure after normalizing to a value in a specific range. CONSTITUTION:A steel has a composition consisting of, by weight, 0.05-0.15% C, 0.05-0.50% Si, 0.10-2.0% Mn, =0.015% P, =0.010% S, 0.10-0.40% Cr, 0.05-0.20% Mo, 0.005-0.08% Nb, 0.005-0.08% V, =0.020% solAl, 0.0005-0.01% Ca, 0.002-0.008% N, and the balance iron with inevitable impurities, and normalizing conditions are controlled so that ferrite grain size number in a microstructure after normalizing is regulated to 6-11. If necessary, 0.003-0.030% Zr is further added to the above composition. By this method, the steel plate excellent in strength at high temp., creep deformation-resisting characteristics, toughness, etc., and suitable for use in molten steel treatment furnace shell can be obtained.
