PURPOSE:To prevent mis-charging and ineffective holding of a talking line by providing a signal transmission/reception status supervising means discriminating periodically whether or not signal transmission/reception is enabled through the disabled reception of a cut-off signal completing the call. CONSTITUTION:A signal transmission/reception status monitor means 5 is provided, which supervises the common line signal transmission/reception state with an opposed station connected by the talking line for a prescribed period and discriminates whether or not the talking line or talking line group can send/receive the signal with the opposed station. As the result of monitor, if there is a talking line or talking line group disabling the transmission/reception of the common line signal, all the talking lines or talking line groups are made disabled of use by the line control section 3 and when a call using the talking line or talking line group exists, the call is released forcibly by the call processing section 2. Moreover, if the common line signal transmission/reception state is changed from the disabled state into the enable state as the result of monitor, all the talking lines are controlled to be in the enabled state by the line control section 3. Thus, the ineffective holding and mis-charging of the talking line are prevented.
