Electrolytic cell (1, 13) with electrodes dipping into an electrolyte, with an inflow orifice (9), an outflow orifice and a gas vent (12), an electrode being formed by rotatably mounted plates (4, 14) which dip over a part of their surface into the electrolyte and whose axis of rotation is arranged essentially parallel to the surface of the liquid (16), characterized in that the cell is designed as a tube (1, 13) whose inside casing forms an electrode, and in that the plates (4, 14) enclose, with the axis of rotation, an angle greater than or less than 90 degrees in at least one cross-section containing said axis.
