PURPOSE:To remove troublesome operations where a vote is done by exchanging the vote ticket for cash and to improve fan services by providing a ballot connected with a central data totalizing device in a vote system and so on and by placing the ballot to a special seat to which entrance is allowed by palying a special entrance fee. CONSTITUTION:A voting device BU#1 is connected with a CPU that manages totalization in a voting system and a repayment, said device BU#1 is placed to a special seat, further, when there is a visitor to a special seat, the seat number and the amount paid over a fixed value are registered in a table TBL with an input device IG by an operator, at the same time they are registered in a balance register ZR of the device BU#1. When voted, a data is inputted by then keys and so on, it is added to a controlling part CNT, and information is exchanged between said C NT and the CPU by a circuit controlling part LC, thereby allowing whether the vote data falls in the ballance data is in the range of the balance data to be inspected. According to the inspecting results, vote is enabled, and when there is a repayment, it is added to the balance of the register ZR, thus allowing totalization of the vote data.
