This device is of the type comprising a bracket 3, an anchoring suspended clamp 2 from this bracket 3 and at least one unwinding pulley 5. On the one hand, provision is made, associated with each bracket 3 and with each clamp 2, for a pair of unwinding pulleys 5, of axes 6 which are perpendicular to the direction 7 of the cable 8, which pulleys are suspended from the bracket 3 by easily dismantleable means and by virtue of which they are normally arranged on either side of the central vertical plane of the bracket 3 and enabling their axes 6 to be inclined, possibly, under the effect of the tension of the cable 8, and, on the other hand, the anchoring clamp 2 is suspended from the bracket 3 by means enabling it to be moved vertically with a travel at least equal to the vertical movement of the carrier strand 8b of the twisted cable 8 necessary for its extraction from the grooves of the two pulleys 5 of the pair in question.
