PURPOSE:To prevent ballast water from being frozen, by forming the double shell structure interior of a marine structure as a water tank, and by freezing water in the water tank to keep the ballast water warm. CONSTITUTION:Water tanks 5a, 5b, 5c along an outside plate 1 are formed with the outside plate 1 and the inside wall 4 of an artificial island 31, and fresh water or sea water is injected into the respective tanks 5a-5c. Besides, ballast water is injected into ballast water tanks 2a, 2b, 2c surrounded with the inside wall 4. When the temperature of open air is lowered, then water in the water tanks 5a-5c is frozen first, and the open air is thermally insulated from the ballast water via the ice layer. By this method, the capacity of a boiler for feeding heating and non-freezing solution to freezing-proof pipes 3a, 3b kept warm can be diminished to reduce use fuel.
