The propeller or turbine has radial variable pitch blades (6) mounted around a hub, and has provision for self-regulation. The propeller or turbine is used in propulsion of boats or aircraft, or for pumping a fluid, or in generation of energy from a fluid flow. The propeller comprises one or more blades with a fixed profile, the blade (6) being pivoted (22) orthogonally from the hub. The blade pivot axis is along the leading edge of the blade and the blade is free to oscillate about the pivot. A second smaller blade is pivoted from the trailing edge of the blade, with the chord of the second blade forming an abtuse angle with the chord of the first blade. A regulating mechanism (23) adjusts the position of the second blade to control the angle of the main blade.
