PURPOSE:To obtain a rubble-mound having a high flatness without the needs for leveling work by a method in which baggy mat provided to a framework is covered on a rubble-mound, rubber is charged into the space of the baggy mat, and then cement mortar is placed. CONSTITUTION:A rope 12 is sent out of a base ship 4, a framework 6 is brought down to near the upside of a rubble foundation mount 3, a rope 11 is wound up to spread a mat 5, and the framework 6 is further settled to cover the mount 3 with the mat 5. Since the lower side sheet 5b of the mat 5 has a larger area than that of the upside sheet 5a, the mat 5 can well fit the uneven surface of the rubble-mound 3 to closely cover it. Then, cement mortar is injected through a tube from the base ship 14 into the space S of the mat 5. Since the upward expansion of the upside sheet 5b is prevented by the framework 6, the mount whose upper end face is always flattened can be formed regardless of the shape of the upside of the mound 3.
