Appts. for severing into panels a loosely compacted batt(20) of short fibres, a comprises a pair of parallel counter-rotating rolls (12,14) having each a jaw assembly (11,13) which coacts with the other jaw assembly, and extends lengthwise of the roll for a distance at least equal to the width of the bath. Each jaw assembly comprises a curved arcuate resilient projection (16,18) adjacent a cranked rigid projection (26,28) and as the rolls rotate the resilient projection (16,18) of one roll coacts with the rigid projection (26,28) of the other roll to sever the batt (20). i.e. by rupturing along the line of the jaws. The ruptured batt edges are not compressed, which would cause wicking problems in panels used for diapers, napkins.
