PURPOSE:To provide an apparatus capable of sinking and refloating oil fence smoothly at a required position, without causing shifting of the same that is possibly caused by ocean current or the like. CONSTITUTION:According to the present apparatus for sinking and refloating oil fence 1, guide means 5 consisting of guide ropes or the like is extended between sea berth 3 and anchor 8 on the sea bottom. Further, sliding member 6 is provided such that it can be slided along the guide means 5, and oil fence 1 is connected to the sliding member 6. With such an arrangement, it is enabled to sink and refloat the oil fence 1 at a fixed position, without causing damages to the oil fence 1 by reason of collision with piles 4 or the like, if many pipes 4 are erected on the bottom of the sea.
