PURPOSE:To shorten considerably a decision by majority discrimination processing time to improve the processing efficiency of software by performing majority discrimination in byte or word units up to a certain discrimination reference and performing majority discrimination in bit units if the discrimination reference is not satisfied. CONSTITUTION:A received data input is stored in a buffer memory part 1, and contents of this information are sent to a byte unit majority discrimination processing part 12 to discriminate whether byte units are available or not in an availability discriminating part 13; and if they are availabe, contents are outputted through an output buffer memory part 14. If it is discriminated that the byte unit information is not available, the availability discriminating part 13 opens a bit unit decision by majority discriminating part 15 and sends byte unit information in the buffer memory part 11 to the part 15, and the decision by majority discrimination of three out of five is performed in each bit unit for the byte by an availability discriminating part 16, and the result is outputted through the output buffer memory part 14 if it is judged to be available; but if it is judged to be no available, information is processed as unavailable information.
