PURPOSE:To reduce the burden for form entry, by reading a register number entered on a form to call automatically a private dictionary generated with hand-written characters of a form entering person and using this private dictionary to read the form. CONSTITUTION:When the form entering person enters characters on a sample form with his free style of handwriting, features of each character are obtained to generate the private dictionary, and this private dictionary is stored in a collective storage part 18, and a register number corresponding to the entering person of each private dictionary is assigned to the private dictionary and is stored in a storage part 19. When contents of a dictionary storage part 15 for register numbers which are a general dictionary generated with features of standard characters are set for the purpose of reading a register number 10 of a form 9 and the register number inputted through a photoelectric converting part 12 and a feature extracting part 13 is discrimimated by a discriminating part 14, the register number is supplied to a private dictionary selecting part 17, and the corresponding private dictionary is called from the dictionary storage part 18 and is set to a storage part 16, and hereafter, characters 11 entered on the form are read successively.
