The spanner uses intermittent grab and percussion to drive a rotary bit with co-axial input (1) and output (5) shafts connected by a stub axle (6) in a blind bore. A reduced length (5A) of the shaft fits in an annular inertia block (2) connected to the shaft by a torsion spring and the shaft assembly is located by bushes in the housing (9). A major sector (10) of the block is cut away to house a radial shaft lug (14) in the reduced zone (5A). The block bore has an axial 'V' groove (12) locating a pin and assymetric weighted rocking levers (15,16) also fit in the block sector. Centrifugal force causes the levers (15,16) to pivot and move the pin (13) inwards until jammed between groove sides and lug (14) so that rotation is abruptly transmitted from shaft (1) to shaft.
