The arrangement is used for laying a gravel foundation (2) for a dam, or quay wall along a stretch prepared by dredging, and subsequently levelling the gravel layer. Levelling is effected by means of a heavy beam (3) which is suspended from a vessel (6) so as to be swivelable about a horizontal axis. The vessel is moved over the prepared stretch with the beam vertically below it and at right angles, to it. The vessel may be moved by a winch (8) and cable (9) secured at a fixed point. After levelling the top layer may be finished by a skimming beam moved along fixed guides whilst further gravel is added as required.
