A heterogeneous reactor has fuel elements in tubes surrounded by water moderator in a pressure vessel and is cooled by saturated steam flowing over the fuel elements, the moderator being at the temperature and pressure of the steam entering the tubes. As shown in a reactor with re-entrant tubes, steam flows down inside outer tubes 24 of Zr or zircalloy, then up inside stainless steel inner tubes 30; drain lines 26 are provided. There are tubes 42 in which is moderator whose level is varied to control the reactor. If the same type of water is used as coolant and moderator, tubes 42 and plate 18 may be omitted. The steam may be produced by using some fuel elements to boil the moderator. Thermal shields 50 are provided. The moderator of the reactor shown is kept at the saturation temperature of the coolant steam by cooling in an external heat exchanger.
