To overcome a problem that fine particles with uniform properties cannot be manufactured in low cost because variation of properties are large such as large variation of fine particles, when a core shell type catalyst fine particle of a carrier carrying palladium core platinum shell is manufactured at a state that palladium is carried on a carrier from time for synthesizing palladium of the core.SOLUTION: The problem is solved by finding a condition contributing to stability of properties by finding that performance is improved and variation becomes less by adding potassium hydroxide from time for synthesizing palladium in coexistence of carbon, and conducting various experiments.SELECTED DRAWING: Figure 1
