PROBLEM TO BE SOLVED: To provide an area transition prediction device excellent in prediction accuracy of a user's target behavior. An area transition prediction device of an embodiment includes an acquisition unit, an information processing unit, and an output unit. The acquisition unit acquires the user's position information and the action history information including the date and time information corresponding to the position information. The information processing unit predicts the transition from the user's current position to the stay area based on the map information including the plurality of areas and the action history information.
