PROBLEM TO BE SOLVED: To provide a snow melting device and a snow melting method for efficiently melting snow accumulated on a snow melting device and preventing the melted water from accumulating on the snow melting device. SOLUTION: A snow melting device has a plurality of base portions 100 having a space surrounded by side portions 110 to 140, an upper portion 150 located on the base portion 100, and a plurality of upper portions 150 with a gap. It is provided with a block and a heater capable of blowing warm air into a space surrounded by side portions 110 to 140. The upper portion 150 can support a plurality of blocks and has gaps 161 to 165 through which warm air passes, so that warm air can be blown out from the gaps between the blocks.
