The lower roll and the upper roll are arranged to face each other to compact the workpiece. The moving device relatively moves the lower roll support and the upper roll support to control the gap between the lower roll and the upper roll. In each of the one side region, the central region, and the other side region, a pair of backup rolls are provided on the lower surface side of the lower roll, and a pair of backup rolls are also provided on the upper surface side of the upper roll. In each of the one side region, the central region, and the other side region, the gap between the lower roll backup roll and the upper roll backup roll is independently controlled by the backup roll adjusting device.
