Provided is a method for preparing zinc oxide quantum dots by ultrasonic wave assistance in solute incomplete dissolution mode, comprising the following steps: step 1: placing zinc-containing inorganic salt in an alcohol organic solvent in an ultrasonic wave environment to form a ZnO precursor suspension A; step 2: fully dissolving strong alkali in the alcohol organic solvent in a stirring environment to obtain a clear solution B; step 3: in the ultrasonic wave environment, adding the clear solution B obtained in step 2 dropwise to the suspension A obtained in step 1, and a full reaction is achieved in the ultrasonic wave environment, the reaction time is 10-40 min to obtain a solution C; step 4: adding the solution C after reaction in step 3 to a nonpolar solvent, carrying out static precipitation, after centrifugation at a certain speed, removing the supernatant, to obtain an initial precipitate, then adding the alcohol organic solvent, and dispersing the precipitate in the ultrasonic wave environment; step 5: repeating step 4 for twice or more to obtain a pure ZnO quantum dot precipitate; step 6, placing the ZnO quantum dot precipitate obtained in step 5 in a vacuum dryer for annealing treatment to obtain ZnO powder.
