PROBLEM TO BE SOLVED: To exhibit colloidal noble metal nanoparticles having a high noble metal concentration, free of halides, alkali metals and alkaline earth metals and sulfur, for use as a catalyst, and exhibiting high stability in which the particles are dispersed in a solvent. Provided are a dispersion liquid to be obtained and a method for producing the dispersion liquid. SOLUTION: A colloidal dispersion liquid in which about 90% or more of noble metal is completely reduced, a plurality of noble metal nanoparticles, a dispersion medium containing a polar solvent, and a water-soluble polymer type suspension. It contains a stabilizer and a reducing agent and has a nanoparticle concentration of at least about 2% by weight of the colloidal dispersion, where the nanoparticles have an average particle size of about 1 nm to about 6 nm. And at least 95% of the nanoparticles have a particle size within this range, and the colloidal dispersion is essentially free of halides, alkali metals, alkaline earth metals and sulfur compounds.
