Disclosed are a cloud streaming service system, a cloud streaming service method and apparatus for the same by separating work of an encoding processing unit. The cloud streaming server captures the change region included in the changed frame, separates the encoding process for the change region into a plurality of unit processes, and at least one of the unit processes is in a Graphics Processing Unit (GPU). Allocate and allocate the remaining unit processes not assigned to the graphics processing unit to the Central Processing Unit (CPU) to perform the encoding process to encode the still image and transmit the still image-encoded change area to the user. Thus, a still image-based cloud streaming service can be performed. When providing a cloud streaming service, it is possible to save resources of the cloud streaming server by separating the encoding processing unit for each process according to the encoding process and performing encoding.
