To predict a change of rainfall from the present time onward without being bound by the precipitation pattern and total amount of precipitation measured in the past.SOLUTION: The present invention comprises: a step S23 for receiving a measured rainfall outputted by a rain gauge and calculating a change amount ΔRof measured rainfall at the present time; a step S24 for comparing a rainfall change amount ΔR at a time when an elapsed time from a precipitation start time corresponds to the present time, the rainfall change amount being the one indicated by multiple types of rainfall prediction patterns that indicate a change of rainfall with the passage of time, with the change amount ΔRof measured rainfall, and selecting a precipitation prediction pattern that indicates a rainfall change amount ΔR closest to the change amount ΔRof measured rainfall, and a step S25 for predicting a rainfall from the present time onward on the basis of the selected precipitation prediction pattern.SELECTED DRAWING: Figure 2
