A radiation computed tomography system 1 is provided with a radiation computed tomography device 10, and an image processing device 20. The image processing device 20 is provided with an image reconstructing unit 21, an attenuation distribution image creating unit 22, and an attenuation correcting unit 23. The attenuation distribution image creating unit 22 includes a first processing unit 31 and a second processing unit 32. The first processing unit 31 uses a trained neural network to create and output an intermediate image on the basis of an emission scan image. The second processing unit 32 creates and outputs an attenuation distribution image on the basis of the intermediate image. The present invention thereby realizes a device and method with which it is possible to create a more accurate attenuation distribution image from an emission scan image, even if the emission scan image was acquired using a radiation computed tomography device different from a radiation computed tomography device used to train a neural network.
