This environmental impact assessment device comprises: an input unit which receives, from a user, an input of the purpose of use of an ICT service to be evaluated for environmental load reduction effect; a first identification unit which identifies existing cases associated with the inputted purpose of use, by referring to a storage unit that associates and stores, for each existing case subject to the evaluation, the evaluation result of the environmental load reduction effect of the existing case for each activity item, and the purpose of ICT service use associated with the existing case; a second identification unit which identifies, for each existing case identified by the first identification unit, the activity item for which the reduction effect is highest; an acquisition unit which acquires values for parameters of environmental load evaluation formulas that are preset respectively for each activity item identified by the second identification unit and for the use of devices associated with the ICT service; and a calculation unit which substitutes the values acquired by the acquisition unit into the evaluation formulas to calculate the value of the environmental load for each activity item identified by the second identification unit and for the use of the devices. Thus this environmental impact assessment device simplifies the evaluation of the environmental load reduction effect of ICT services.
