The present invention relates to a waves observation method and system using an image capturing camera for an ocean observation buoy, the method and the system providing an image monitoring camera on an ocean observation buoy so as to use captured image information, and thus is linked to anemometer observation information so that the scale of waves is precisely observed and the reliability of waves estimation is determined. The present invention analyzes image information acquired through a camera module capable of capturing an image in full 360°, so as to observe waves, and thus can save on introduction costs since the system is lighter than ocean observation equipment including an expensive wave height sensor, and can improve the precision of marine weather observation and marine weather forecasting through reliability verification of the waves estimation.
