[Problem] To provide a device for judging the degree of arousal and a method for judging the degree of arousal with which it can be accurately judged whether the degree of arousal of a subject is reduced or not. [Solution] In this device for judging the degree of arousal and this method for judging the degree of arousal, myopotential data of a mimetic muscle of a subject is acquired, mimetic muscle band data within the range of 100-300Hz is extracted from the myopotential data, and the degree of arousal of the subject is judged on the basis of the extracted mimetic muscle band data. This makes it possible to accurately judge whether the degree of arousal of the subject is reduced or not.
