PROBLEM TO BE SOLVED: To provide a system that facilitates privacy protection order statistic collection.SOLUTION: A system receives by a first device a second value related to a second device perturbated with a random value from the second device. The system determines a first difference between a first value related to the first device and the second value. The system encrypts a second difference between the first difference and the random value. After transmitting the encrypted second difference, the system receives a sign of a first integer and a cipher text. The system deciphers the cipher text to obtain a third value indicative of the first difference scaled based upon the first integer, but the scaled first difference has been perturbated with a second integer. The system determines whether the first value is larger than the second value based upon the sign of the first integer and a sign of the third value.SELECTED DRAWING: Figure 4A
